To receive the full (bonus) credit—up to 5x the base rate—for eligible energy projects (like solar, wind, battery storage, etc.), employers must pay laborers and mechanics the prevailing wage rates (as defined by the U.S. Department of Labor) for similar jobs in the local area. Certified payroll refers to weekly payroll reports submitted using U.S. Department of Labor Form WH-347 or an equivalent format. These reports document employee name and classification, hours worked each day and total for the week, hourly rate of pay, including fringe benefits, gross wages earned and deductions, net wages paid, project name and location, and a signed statement of compliance.
